Lord Ross Kempsell is a British political strategist, policy adviser and one of the youngest ever members of the House of Lords, the upper chamber of the UK Parliament.
Ross has extensive experience advising senior leaders on campaigns, communications and strategy at the highest level.
He was previously Political Director of the UK’s governing Conservative Party, based at its national headquarters, CCHQ. He was also Director of the Conservative Research Department, the party’s research and policy team.
Prior to this Ross worked in 10 Downing Street as a Special Adviser to the Prime Minister in the No10 Policy Unit. Specialising in public sector reform, he delivered cross-government projects to improve the use of evidence and data in policymaking.
He led the creation of the Evaluation Task Force, a unit in His Majesty’s Treasury and Cabinet Office to improve the use of objective measures of impact in the design of government policy.
Ross remains a passionate advocate for evidence based policy, evaluation and the use of data and scientific methods in government. This was the subject of his maiden speech in the House of Lords in March 2024.
He is also currently a member of the Modern Slavery Act 2015 legislative review committee.
Ross was educated at the University of Cambridge where he won several scholarships, and graduated with a double first class degree.
